Adoption agency (With profit)
Any organization that makes a financial profit by arranging placements for children and facilitating exchanges with parents wishing to adopt. This includes, but is not limited to, the cost of finding adoptable children, managing legal formalities and accompanying adoptive families. These activities are prohibited in France.
Bail and fine financing
Any merchant who makes a financial profit by financing bail bonds or taking over the payment of criminal fines for prosecuted or convicted individuals. This includes, but is not limited to, lending funds to guarantee the presence in court or the execution of financial penalties. These activities are prohibited in France.
Collection institution controller
Any activity generating profits from the purchase and resale of currencies, money orders, travellers' cheques, money transfers, etc. is prohibited,
Activities contrary to public decency
Child pornography, zoophilia, prostitution, pimping, escort services, human trafficking (exploitation of individuals through forced labor or slavery), child labor, pornography and abuse of vulnerable persons.
Non-approved advice centers
Any unlicensed merchant offering advice regarding: Debt, Financial services, Marital advice, Family advice, Alcohol and drug use, Other personal advice
Organization producing products or services related to the consumption of illegal drugs
Any company whose products or services are exclusively intended to encourage the use of illegal drugs, to promote causes close to prohibited activities (such as the legalization of narcotics), to offer narcotics, related equipment and accessories, and to sell cannabis-derived products (e.g. CBD cannabidiol ).
Sale of real or imitation weapons on the Internet
Firearms, edged weapons, non-lethal firearms (gas pistols, pellet guns, electric pulse pistols), chemical and biological weapons, cinema weapons (all replica weapons), historical and collectors' weapons, airsoft, ball guns...
Pharmaceutical products
Distance selling of medicines and pharmaceutical products is prohibited.
Tobacco and cigar sales
Any business selling tobacco and cigars, as well as accessories for tobacco consumption.
Inbound and outbound direct marketing
All activities related to telemarketing and direct marketing.
Jamming equipment
Any activity related to the production, sale and rental of cell jammers or similar devices designed to block communications and create zones of silence.
Occult arts and divinatory practices
Alchemy, astrology, cabbala, ritual magic, necromancy, theurgy, witchcraft, goétie, hermetic occultism, cartomancy, runes, chiromancy, numerology, divinatory astrology, crystallomancy, clairvoyance, divinatory pendulum, tasseomancy, I Ching, Radiesthesia, Oniromancy, divinatory Graphology, pyromania, hydromancy, Haruspice and Bibiomancy.
All software and hardware repair services
This category includes diagnostic, maintenance, repair and update services for software and hardware. It covers all service providers who work on electronic devices such as computers, tablets, smartphones and other connected equipment, whether for hardware repairs or software maintenance (including anti-virus).
Sale of programming software / All computer programming, data management, and integrated systems design services activities
Merchants who provide computer programming, system design and data processing services on a contract or fee basis. That they provide a variety of services such as software design and analysis or software and systems modification, as well as data entry or processing and training through the use of customized software.
All services providing support for illegal activities
All legal services that directly or indirectly promote or facilitate illegal activities. Whether it be the counterfeiting of means of payment, official documents, advice on money laundering... (non-exhaustive list).
Any organization making a profit from the prohibited marketing of animals
Animals, animal parts, blood or fluids whose marketing is prohibited.
Animal breeding and boarding
Prohibition of all breeding and boarding of domestic animals, new pets and exotic pets for the production and marketing of their litters.

Material covered by the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property or Otherwise Restricted by Law from Sale, Transfer; artifacts, cave formations (speleothems, stalactites and stalagmites) and grave-related objects that are protected under the law.

Offensive products, crime Photos or crime scene objects, such as personal effects, associated with criminals or criminal acts.
Any organization marketing illegal telecommunications equipment
Devices intended to receive cable and satellite signals free of charge, cable descramblers and black boxes, access cards, access card programmers and fraudsters, illegal tools or products for modifying cellular telephones, and other equipment deemed illegal by the Federal Communications commission (FCC) or other competent regulatory body in the country whose goods are offered for sale.

Manuals, how-to guides, information or equipment that infringe the law by damaging or allowing illegal access to software, servers, websites or other protected property.
Any organization marketing government documents
Including, but not limited to, identity cards, passports, diplomas, titles of nobility and uniforms, and any document whose distribution falls under the national sovereignty of a State.
Any organization marketing devices or techniques for unlocking means of protection
Mod chips or other devices to bypass technical protection measures on digital devices, including unlocking iPhones.
Counterfeiting of trademarks, copyrighted works, patents and industrial designs
Whether by production, complete or partial reproduction, definitive or temporary, of a work or performance without authorization, or manufacture, import and distribution of a patented product without authorization. Includes reproduction, distribution and dissemination of unauthorized copies of audio, video, audiovisual and literary works and software.
Any organization offering illegal online gambling, including online betting, without the appropriate license
Illegal Internet gaming, provision of gaming and Internet gaming services that are not properly licensed for the given type of service.
Any organization carrying out commercial canvassing to offer administrative services with a view to simplifying the entry of legal or official files.
This restriction includes compliance services (ADAP, RGPD, ERP...), the production of official administrative files on behalf of third parties (Cerfa models), Carte Grise procedures as well as any other related activity.
Any organization offering services related to binary, forex and cryptocurrencies
Any organization that generates profits or not from the sale, exchange or provision of services related to binary, Forex, Non Fungible Token or cryptocurrencies. And, by extension, any marketing company offering blockchain-related services (blockchain development services, yield farming, scalability, Defi, blockchain Oracles, etc.).
Sects
Organizations cited for sectarian aberrations by the French parliamentary commissions of inquiry of August 22, 1995 and June 10, 1999, and by the activity reports of the Interministerial Mission of Vigilance against Sectarian Aberrations (MIVILUDES), and all related entities or persons whose activity is aimed at the expansion of these organizations;
Issuing prepaid cards
Any activity related to the creation, distribution or management of prepaid cards, including gift cards, reloadable cards or anonymous cards, used for financial transactions, with or without a link to a bank account.
Any marketing of nutraceuticals or food control substances
Foods or food products that provide health benefits, including disease prevention and treatment. These products can be a range of isolated nutrients, dietary supplements and specific diets with genetically modified foods, or plant-based products and other processed foods such as cereals, soups and beverages.
Any organization practicing multi-level marketing or other pyramid schemes
Marketing activities in which the sales force is compensated not only for sales they personally generate, but also for sales from other salespeople they recruit, creating a downline of distributors and a multi-level hierarchy of compensation. Includes cases where several levels of workers earn money from each other without actually selling any product.
Any organization marketing extended warranties
Extended warranty companies and merchants offering extended warranty services.
Any organization offering direct marketing solutions
This includes organizations that offer catalog sales and legally operate retail outlets, as well as all merchants who sell products or services through subscriptions via direct mail or other direct response methods (e.g. La Redoute and Amazon).
Any organization offering online file-sharing services
Merchants providing a platform specifically used for sharing or exchanging any type of electronic files.
Any organization offering parking ticket sales and parking management services
This restriction includes all related activities.
Any organization offering subscriptions or memberships to promotional discount services
This restriction includes all related activities.
Any organization involved in the dissemination of extremist, ultra-radical or dissident movements
This restriction covers all activities linked to the propagation of propaganda, including sites that glorify terrorism and those that support or promote causes associated with prohibited activities, such as the legalization of narcotics. Any content contrary to public decency is also covered. Organizations that incite hatred, violence or debauchery, and that encourage, promote, facilitate or incite others to engage in illegal activities, are strictly prohibited. In addition, content may be considered defamatory, false, harassing, harmful, hateful, libelous, misleading, pornographic, obscene or threatening. Finally, any support or promotion of discrimination based on race, gender, religion, nationality, disability, sexual orientation or age is also prohibited.
Any organization whose activities are illegal
This restriction includes any violation of applicable local, national or international laws or regulations. Practices associated with money laundering, as well as those of a fraudulent nature, are also covered. In addition, organizations that encourage, promote, facilitate or incite others to engage in illegal activities are strictly prohibited. Any content or behavior that undermines the company's moral and ethical values is subject to this restriction.
Any organization offering fiduciary services outside the EU
All services designed to help companies and individuals manage their financial assets and wealth. Services provided outside the EU or by organizations established outside the EU are prohibited.

Auction house
Sale via auction format of antiques, fine art and collectibles to dealers, private buyers, museums and other institutions. Proof of presence and aggregation with the Conseil des Ventes Volontaires of an auctioneer will be required.
Web development
The creation of websites without specifying on the showcase site the exhaustive list of sites that have benefited from the services.
Any collection agency / debt refinancing, mortgage / debt refinancing, and any organization offering payday loans
This includes collection agencies, debt refinancing merchants, and encompasses all organizations, whether for-profit or not, that offer payday loans, generally based on borrowers' income. These activities are subject to registration with the ORIAS or approval by the ACPR, depending on the merchant's status.
Any organization marketing precious metals and stones
This includes dealers in precious metals and stones, as well as those who sell jewelry. These organizations are involved in the purchase, sale and trading of precious metals, such as gold, silver and platinum, as well as precious and semi-precious stones, including diamonds, rubies, sapphires and emeralds. A declaration of existence to an approved control body (OCA) is required.
Any organization offering health or disease detection tests
Merchants must provide COFRAC accreditation for their laboratories.

Online sales of contact lenses, this activity requires aggregation (reserved for pharmacies and opticians).
Travel organization services
Any activity related to travel organization services. To carry out these activities, we require registration with Atout France.
Bodyguard, private security and private detective services
These private investigation and security activities are regulated and require authorization from the CNAPS (Conseil National des Activités Privées de Sécurité).
Alternative care to traditional medicine
Traditional Chinese medicine, Ayurveda, Amerindian medicine, reiki, magnetism, bioenergy, chiropractic, osteopathy, reflexology, naturopathy, phytotherapy, aromatherapy, meditation, sophrology, yoga, hypnotherapy, singing and sound therapy, homeotherapy, Iridology and geobiology. These activities are accepted on condition that: - There are no links with entities cited by the 1995 and 1999 commissions of inquiry into sects, or by a Miviludes report. - Presence of a website - Explicitly mention on the website that this is complementary care to traditional medicine and not a substitute for it.
